The rich ones have greedy children, as do their contributors. A VAT is actually the best inheritence tax, because it can't be avoided unless all of your spending is on prostitution and drugs. (While prostitutes and drug dealers will pay the VAT as consumers - their customers won't - which is why the whole FAIR Tax argument on that vein is a canard).
