That was a crystal clear explanation. This reminds me of the creation of the modern Alternative Minimum Tax during the 1986 Tax Reform effort. Opponents of the deduction for state and local taxes constructed a completely unindexed AMT in order to slowly but inexorably repeal the deduction for state and local taxes. Their tactic has succeeded beyond their expectations.
