A way out of this, aside from common sense, is to enact a Senior Political Service, where each party has a slate of pre-cleared employees who keep their disclosure documents up to date and who have been pre-trained in the art of public management and personnnel policy. Then, on January 21, the names can be submitted to Congress, quickly confirmed and the Administration can hit the ground running.
Included in the SPS could be members of congressional staff, which might bring a return to comity to the whole process.
