Please have your modeler look at my proposal, which I sent to Len, to expand business income taxes to all forms of ownership and include payroll in the base, replacing non-Old Age/older Survivors payroll taxes and the lower 25% of income of all tax rates with this levy and creating a VAT for non-entitlement non-health care spending.
