Elise Gould of the Economic Policy Institute recently published a report showing that every legislative proposal that has sought to cap the employer health exclusion has done so in a way that disproportionately impacts family coverage, which could incentive employers to cut benefits or raise the cost sharing further for family/dependent coverage.
