Because there are taxpayers who are different who need to be treated differently. For example, an LVT is a fairly blunt instrument as a single tax since in two identical structures you could have a family of five with one income (due to cost of daycare) and a family of three with two incomes. If you figure in an individual citizen dividend you may ameliorate some of this disparity, but the straight tax would be most unfair if applied on simple land values.
