He could absolutely pull off a lower interest rate deduction for high earners. The main effect would be that for poorer people, a dollar of income buys more real estate, while for richer people the opposite would be true. In other words, he'd be giving the demographic most likely to be foreclosed a shot at cheaper houses, and the group most likely to foreclose on someone a penalty.
