It is not true that many of the higher-bracket taxpayers "already face AMT." With the top AMT rate at 28%, those taxpayers with a significant amount of their regular taxable income being taxed at 33% or 35%, don't face AMT. It's the upper middle-income taxpayers in the 25% or 28% that get caught by the AMT trap.
